ECUADOR AND BELGIUM REVIEW THEIR COOPERATION PROGRAMS AND PROJECTS

  • The Technical Secretariat for International Cooperation with the Belgian Embassy, the Directorate General for Development Cooperation (DGDC) and the Belgian Development Agency (CTB), all members of the Partner Participation Committee (COPASOC) met on September 29, 2011 to know about the balance of programs and cooperation projects in health, rural development, education, tourism and environmental sanitation that are part of the Cooperation Indicative Program.

The meeting was attended by national executing agencies of the Belgian cooperation programs, who contributed with suggestions to optimize the work of international cooperation from its realities. These institutions were the National Secretariat of Planning and Development, the Ministry of Foreign Affairs, Trade and Integration, Ministry of Agriculture, Aquaculture and Fisheries, Ministry of Public Health (MOPH), Ministry of Housing and Urban Development, Ministry of Economic and Social Inclusion and five provincial governments represented by the prefect of Esmeraldas, Lucia Sosa.

The resolutions for the implementation of the programs and projects were:

- Reallocate € 600,000 to the Schoolarships Program for 2012 and 2013 with the objective of strengthening the capacities of institutions in Ecuador.

- Create an Ecuadorian-Belgian Commission, formed by a technical team of 3 people (one national representative, one provincial representative and a representative of the CTB) to develop the National Rural Development Project (NRDP)

- Conduct a midterm evaluation of the program in 2012, which must focus on the evaluation of activities and the relevance of the new management model.

Gabriela Rosero, Technical Secretariat for International Cooperation, stated the importance of using national systems in the execution of projects and outlined the commitment of the Government of Ecuador so that cooperation has the desired impact and reaches the beneficiaries.

Also, the program officer of Bilateral Cooperation with Ecuador, Valdi Fischer, said the Belgian management is aligned to the National Plan for Good Living (PNBV) and the principles of complementarity, responsibility, transparency, effectiveness and impact, established by the Paris Declaration.

  • The committee is held annually, the next one will take place in September 2012.
  • Belgian cooperation works in Ecuador since the early 90's in rural development, health, education, tourism and environmental sanitation projects in the Sierra Region.
